Lok Sabha has passed the Finance Bill, 2021 on 23.03.2021. The Bill was introduced on 1st February, 2021 by Finance Minister Nirmala Sitaramna. The Bill intends to give effect to the financial proposals of the Central Government for the financial year 2021-22.

"That this House do suspend clause (i) of Rule 80 of the Rules of Procedure and Conduct of Business in Lok Sabha in so far as it requires that an amendment shall be within the scope of the Bill and relevant to the subject matter of the clause to which it relates, in its application to the Government amendment No. 20 to the Finance Bill, 2021 and that this amendment may be allowed to be moved".


The motion was adopted.


An amendment for insertion of new clause 4A was adopted. New Clause 4A was also adopted.


Clause 5 was adopted, as amended. Clauses 6 to 8 were adopted. 


Smt. Nirmala Sitharaman moved the following motion under Rule 388 :-


"That this House do suspend clause (i) of Rule 80 of the Rules of Procedure and Conduct of Business in Lok Sabha in so far as it requires that an amendment shall be within the scope of the Bill and relevant to the subject matter of the clause to which it relates, in its application to the Government amendment No. 31 to the Finance Bill, 2021 and that this amendment may be allowed to be moved".


The motion was adopted.

An amendment for insertion of new clause 8A was adopted. New Clause 8A was also adopted.


Clauses 9 and 10 were adopted. 

Clause 11 was adopted, as amended.

"That this House do suspend clause (i) of Rule 80 of the Rules of Procedure and Conduct of Business in Lok Sabha in so far as it requires that an amendment shall be within the scope of the Bill and relevant to the subject matter of the clause to which it relates, in its application to the Government amendment No. 123 to the Finance Bill, 2021 and that this amendment may be allowed to be moved".


The motion was adopted.


An amendment for insertion of new clause 151A was adopted. New Clause 151A was also adopted.

Clauses 152 to 158 were adopted. 

Clause 159 was adopted, as amended. 

Clause 160 was adopted. 


Smt. Nirmala Sitharaman moved the following motion under Rule 388 :-


"That this House do suspend clause (i) of Rule 80 of the Rules of Procedure and Conduct of Business in Lok Sabha in so far as it requires that an amendment shall be within the scope of the Bill and relevant to the subject matter of the clause to which it relates, in its application to the Government amendment No. 126 to the Finance Bill, 2021 and that this amendment may be allowed to be moved".

An amendment for insertion of new Clause 161 was adopted. 


New Clause 161 was also adopted.


The First Schedule, the Second Schedule, the Third Schedule and the Fourth Schedule were adopted. 

The Fifth Schedule was adopted, as amended. 

The Sixth Schedule was adopted. 

The Seventh Schedule was adopted. 


Clause  1,  the  Enacting  Formula  and  the  Long  Title  were  also adopted. 


The motion that the Bill, as amended, be passed was moved by Smt. Nirmala Sitharaman. 


The motion was adopted and the Bill, as amended, was passed. 


Thereafter,  the  Chair  made  an  observation%  regarding  certain  new
